Where do these ideas come from?  What role do "policy entrepreneurs" play in recognizing new opportunities, and design, launching, and sustaining policy initiatives?  What tools are at the disposal of a policy entrepreneur to achieve a given goal?  Former senior White House official Tom Kalil will discuss these and other issues in an informal talk, and answer audience questions.

Until recently, he served as Deputy Director for Technology and Innovation of the White House Office of Science and Technology Policy, and Senior Advisor to the National Economic Council.
